You need two things together, not one or the other.
Does a top JEE Advanced rank make up for a weak Class 12 score? No. Both conditions apply at the same time. A strong rank with a Class 12 aggregate below the threshold still fails eligibility.
The one undergraduate exception is the B.Des. The Design department admits it on a UCEED score instead of a JEE Advanced rank.

Each programme has one exam. JEE Advanced is required for the B.Tech, the B.S. In Chemistry and the B.Tech in Design. GATE is required for most M.Tech seats. UCEED is required for the B.Des. The Department of Management Studies admits its MBA on a CAT score plus an interview.

JoSAA ran five counselling rounds in 2026. The round count shifts by a round or two, year to year. It ran six in 2025. Each round narrows the list, because higher-rank candidates lock their seats first. After every allotment you get three moves. Freeze it and stop, Float and stay open for a better branch, or Slide within the same institute.
Now consider the fee. JoSAA's 2026 Business Rules set the Seat Acceptance Fee at Rs 30,000 for General, OBC-NCL and EWS candidates. SC, ST and PwD candidates pay Rs 15,000. Rs 5,000 of that is JoSAA's own processing charge. You do not get it back, and it does not count towards your institute fee. JoSAA adjusts the rest against your admission fee. Withdraw validly inside the window and JoSAA refunds the fee after deducting Rs 7,000 in withdrawal processing charges.
What happens to seats still empty after all five rounds? CSAB Special Rounds do not fill vacant IIT seats. They apply to the NIT+ system after JoSAA, not to IIT Delhi.

JoSAA applies the central government's standard categories. They are EWS, OBC-NCL, SC, ST and PwD, each with its own quota in the seat matrix. A candidate in one of these categories can also win an open General seat. Their Common Rank List rank has to clear it. The reverse does not work: a General candidate cannot take a reserved seat.
The Merit-cum-Means Scholarship pays Rs 4,000 a month and waives the full tuition fee. That waiver is worth Rs 2,00,000 a year, because IIT Delhi charges Rs 1,00,000 per semester.
